Florida's Hurricane History, Second Edition, by Jay BarnesAs Tropical Storm Isaac and the Republican Party both converge on Tampa within the next few days, we welcome this guest post from hurricane expert Jay Barnes, author of Florida?s Hurricane History.

Thus far, Tropical Storm Issac has captured significant attention this hurricane season, as the first storm to show potential for threatening the U.S. with hurricane force. Of course, a lot remains to be seen about its forecast track, and particularly how much energy it can muster after dragging across Haiti and Cuba before heading our way. It?s early, and the news media in particular wants to get in front of the story, but at this point Issac could end up as an uneventful rainmaker across southwest Florida and perhaps a category-one hurricane on the panhandle coast.

It?s not likely to be an epic event in our hurricane history, though as all hurricane aficionados will tell you, even tropical storms or category-ones can be deadly and destructive. Just ask anyone from eastern North Carolina through New England who suffered heavy damages from Hurricane Irene last year.

Much of the news coverage for Issac has focused on Tampa, host city for the Republican National Convention set to get underway on Monday. There?s good reason to focus attention on Tampa too, because along with the entire Tampa Bay area, it is the U.S. city most vulnerable to a major hurricane.

What? Not New Orleans? Well, for a variety of reasons, Tampa has more at stake. It has a considerably larger metropolitan population, a more challenging evacuation situation, and a complacent citizenry that has never experienced a direct hit from a hurricane in its collective lifetime.

In late summer 1935, Tampa was embroiled in perhaps its greatest period of political turmoil. A corrupt city government was at odds with a rival party, and violence disrupted public meetings and opposition rallies. It was all about to come to a head with municipal elections scheduled for September 2. National Guard troops were called into the city to prevent riots. But on Election Day the city was hit with the remnants of the Labor Day Hurricane of 1935, the category-five monster that killed hundreds in the Florida Keys. It tracked northward into the Tampa area, and arrived just in time to thwart political violence. With meager voter turnout due to high winds and heavy rains, Mayor Robert E. Lee Chancy was re-elected, reforms were adopted, and Tampa climbed its way out of the Great Depression.

Will Issac disrupt the convention next week? Quite possibly. Could the Democratic National Convention scheduled for Charlotte after Labor Day be affected by an approaching storm? Maybe. But aside from any specific tropical event, the forecast calls for political winds to continue gusting right into November.

iOS 6 preview: Maps takes you on a Flyover

With iOS 6, the Google-powered Maps app is gone and in its place is an all-new, all-Apple Maps app, with data supplied by TomTom and others. While Google-specific features like Street View are gone, new Apple-specific ones like Flyover will now be available. Based on 3D techniques Apple acquired when they purchased C3 Technologies, it looks almost cinematic.

Now some may argue that Flyover doesn't provide anywhere near as useful information as Street View -- identifying the front of a store you're looking for is more helpful than identifying its roof -- but it's early days for the new Maps app and its features.

Flyover won't be available in all cities at launch. The exact number of supported cities isn't settled yet, though Apple has shown off San Francisco, Cupertino, Sydney, and a few other places. They're likely still busy improving the quality and quantity ahead of launch.

Here's how Apple introduces Flyover:

See major metro areas from the air with photo-realistic, interactive 3D views. Explore cities in high resolution as you zoom, pan, tilt, and rotate around the city and its landmarks.

Based on what Apple's shown off, here's what we know about Flyover so far:

  • Apple (and before the, C3 Technologies), has flown through major metropolitan areas with helicopters and planes

Again, Flyover won't make up for anyone who depended on Google Street View for a curb-side look at where they were going, but nor is it meant to. This is a birds-eye view, closer akin to something like Google Earth. Sure, it makes for a great tech-demo, but it also makes for a great way to virtually explore the cities and attractions around us, near and far.

Oil slips below $115, set for fourth weekly gain

LONDON (Reuters) - Oil fell below $115 a barrel on Friday as signs of weakness in the global economy weighed on the demand outlook, although a host of supply-side concerns kept losses in check.

Crude was still heading for a fourth weekly gain because of lower exports from Iran, a drop in North Sea supply due to oilfield maintenance and the risk of weather-related disruption to Gulf of Mexico output.

Brent crude was down 38 cents at $114.63 a barrel by 0838 GMT, up about 0.8 percent on the week. U.S. crude eased 58 cents to $95.69.

"It's no secret that the global economy is in bad shape," said Tony Nunan, a risk manager at Mitsubishi Corp in Tokyo.

"Europe's a mess, the U.S. is struggling and China, which was seen as a growth engine, is also sputtering - all of which points to weak demand for crude."

European equities were lower in early trade on Friday, weighed by concern about the euro zone debt crisis. Reports on Thursday showed China's factory sector contracted in August and a rise in new U.S. jobless claims.

Fading expectations of strong monetary stimulus from the U.S. Federal Reserve have also weighed on prices.

Iran and the fighting in Syria remain a focus for the market. Iran is holding talks on Friday with the U.N. nuclear watchdog about the Islamic state's atomic activities.

Iranian oil exports have plunged due to Western sanctions over the country's nuclear programme, and diplomatic sources said on Thursday Iran had installed many more uranium enrichment machines in an underground bunker.

Oil traders are also keeping an eye on two tropical storms in the Atlantic, Isaac and Joyce, for any risk they may threaten U.S. energy supplies in the Gulf of Mexico.

Joyce has weakened to a depression, but analysts at Weather Insight, a Thomson Reuters company, gave Isaac a 50 percent chance of moving into the heart of the oil and gas producing region.

South Africa's rand weak vs dollar on China worries

JOHANNESBURG (Reuters) - The rand fell against the dollar early on Thursday, weighed by a poor Chinese manufacturing survey that raised fears of a slowdown in South Africa's biggest single export nation.

HSBC's Flash PMI for China plunged to a nine-month low, signalling an extended slowdown in the world's largest metals consumer and hitting resource-heavy currencies such as the rand.

Risky assets had earlier been cheered by the U.S. Federal Reserve suggesting it could deliver more stimulus to the world's biggest economy. The rand may trade in a range in the session, and not make an attempt at 8.20 resistance as market players try to balance the messages from the global economic powers.

The rand fell 0.4 percent to 8.2540 to the dollar at 0644 GMT, compared with a close of 8.22 in New York on Wednesday.

"This morning we have been party to witness the demise of the Chinese PMI data. It's not great for risky assets, who found great favour just after the release of the (Fed) minutes literally 6 hours ago," said Warrick Butler, a rand trader at Standard Bank.

However the rand was off much weaker levels above 8.30 hit in the previous session in a sign the currency may trade in a range over the next sessions.

"Overall the rand seems destined to be captivated by the wider 8.05-8.55 range and we really need to see the end of August before things pick up again," Butler added.

The northern hemisphere is in summer holidays, bringing a lull to local markets.

Yields on government bonds rallied for a fourth day, supported by strong demand at Tuesday's auction and lower-than-expected inflation data on Wednesday.

The 2015 paper was at 5.46 percent while the 2026 issue firmed slightly less at 7.465 percent, weighed by expected extra issuance later in the session.

The Treasury may switch 2.5 billion rand of 2014 bonds into the 2026 issue. Results are due after 0930 GMT.

Syrian forces, rebels in major Damascus clashes

BEIRUT (AP) ? Syrian regime forces shelled two central Damascus districts Wednesday before troops backed by tanks swept through to carry out house-to-house raids, killing at least 35 suspected rebels, in a major flare-up of fighting in the Syrian capital, activists said.

In a particularly hard-hit northern district, activists said they discovered dozens of bodies that appeared to have been shot execution-style. Such gruesome reports have become increasingly common in recent months as the civil war has taken on heavy sectarian undertones.

The capital is one of many fronts President Bashar Assad's regime is struggling to contain as the 17-month-old rebellion against his rule gains strength.

Government forces are also engaged in a major battle for control of the northern city of Aleppo as well as smaller scale operations in the country's south, east and center.

On the diplomatic front, a senior U.N. official said Iran's arms supplies to Syria violated U.N. sanctions. France also indicated it has provided the rebels with communication and protection equipment but cautioned against foreign intervention without a U.N. mandate.

A prominent opposition figure, meanwhile, rejected as "more lies" comments by a senior Syrian official that Damascus would be willing to discuss Assad's resignation but only after the opposition agreed to join in negotiating a peaceful settlement.

"As for his resignation, making his resignation a condition for dialogue effectively makes holding such a dialogue impossible," said the official, Deputy Foreign Minister Qadri Jamil. "During the negotiating process any issues can be discussed, and we are ready to discuss even this issue."

Reached in Turkey, Adib Shishakly of the Syrian National Council, a key umbrella opposition group, said: "It's the first time that we hear such talk, but it's difficult to believe. We have grown accustomed to the regime's lies."

Around dawn Wednesday, regime forces in Damascus rained mortar shells on the upscale Kafar Soussa area ? home to the foreign ministry, the prime minister's office and several foreign embassies ? and adjacent Nahr Eishah, activists said.

Government troops appeared to be shelling the districts from the Qasioun mountain overlooking the capital, a Damascus resident said on condition of anonymity for fear of retribution.

The attacks may have been designed to kill or capture rebel mortar teams who have used the two neighborhoods in recent days to target the city's strategically located Mazzeh military airport, activists said.

The British-based Syrian Observatory for Human Rights said at least 24 people were killed in Kafar Soussa on Wednesday and fierce battles were raging in an area just outside the neighborhood.

An activist in Kafar Soussa reached on Skype corroborated the Observatory's findings. He also spoke on condition of anonymity because he feared reprisals. The reports could not be independently verified.

Earlier, an activist who only wanted to be identified by the name Bassam for fear of retribution, said as many as 22 tanks stormed Kafar Soussa with about 20 soldiers on foot behind each one. He spoke via Skype from central Damascus.

Bassam and the Observatory also reported heavy government shelling of Nahr Eishah early Wednesday. They said regime forces then searched houses for rebels. Bassam said as many as 12 people were killed in Nahr Eishah, while the Observatory put the death toll at eight, saying they were all men shot dead by troops.

Amateur videos posted by activists on the Internet showed tanks rumbling into Nahr Eishah, kicking up a cloud of dust as the sound of gunfire is heard in the background. The authenticity of the videos could not be verified.

It was not clear whether those killed in the two areas died in the shelling or later government raids. Activists, including the one reached by Skype in Kafar Soussa, spoke of execution-style killings in both areas.

As many as 46 bodies of people shot execution-style were found in the northern Damascus district of Qaboun, the Local Coordination Committees activist network said. The Observatory reported "dozens of bodies who appeared to have been shot at close range" there.

Syria's civil war has its roots in a mostly peaceful uprising against Assad's regime that began in March last year. The uprising grew increasingly violent as the government launched a brutal crackdown on protesters, prompting many to take up arms to forcefully overthrow Assad's regime.

The conflict has defied all international efforts to end it. At least 20,000 people have been killed, according to human rights activists.

The U.N.'s political chief Jeffrey Feltman said Iran's delivery of weapons to the Syrian government was an apparent violation of U.N. sanctions banning arms exports by Tehran. He raised the issue in Wednesday's monthly Mideast briefing to the U.N. Security Council.

Feltman said the Syrian government and opposition were focusing on the use of force, with the government using heavy weapons on populated areas and the Syrian people "suffering grievously from the appalling further militarization of this conflict."

Iran, together with Russia and China, are the Syrian regime's strongest backers.

On Wednesday, Russia's Foreign Ministry accused Western powers of "openly instigating" Syrian opposition groups to take up arms against Assad's regime. The West, it said, "has done nothing" to urge the Syrian opposition to start a dialogue with the government. "Instead, they are engaged in openly instigating it to continue their armed struggle," the ministry said in a statement.

Moscow, which wields veto power on the U.N. Security Council, has shielded Assad's regime from international sanctions and provided it with weapons despite an international outcry.

In Paris, French Prime Minister Jean-Marc Ayrault ?a leading participant in NATO's air campaign last year in Libya ? cautioned that his country opposed any military intervention in Syria without a U.N. mandate. However, he indicated that France has provided communication and protection equipment to Syrian rebels.

"We cannot abandon the Syrian people. We have sent in some non-lethal means, we are not impassive. And you see things are moving," Ayrault said on France's BFM TV.

In Brussels, the European Union's humanitarian aid commissioner urged the U.N. Security Council to unite in the face of what she said was an escalating humanitarian disaster in Syria and ensure that assistance reaches civilians affected by the civil war.

"Over the last weeks, the humanitarian condition in Syria ... is going from bad to terrible," Kristalina Georgieva said. "Today we have 2.5 million inside Syria in need of assistance, among them 1.2 million displaced population and the number of refugees in Lebanon, Jordan, Turkey, is growing by the day."

From the window of my room at the Courtyard Marriott in downtown Pittsburgh, I can see a sliver of the hotel fitness center. This morning I looked down there and saw a guy with an earpiece. Secret Service.

So I wasn?t entirely surprised to walk into the tiny exercise room a little after 7 a.m. and find the Republican vice presidential candidate working out. There was a row of about half a dozen elliptical machines and treadmills, one workout bench, a small rack of dumbbells, an inflatable exercise ball, and a folding workout mat.

Paul Ryan had staked out a spot between the workout bench and the weights. He wore a red Wisconsin Badgers baseball cap, a green short-sleeved workout shirt, gray running shorts, and Asics running shoes. The only sign that he was part of the biggest political story in America right now was a lone Secret Service agent, who spent most of his time standing outside the door to the fitness center.

I couldn?t immediately tell whether Ryan was doing P90X, the extreme workout routine that he reportedly prefers. All I could see was a lot of pushups (T pushups, one-handed pushups, clapping pushups) and a lot of crunches. It seemed way more intense than Mitt Romney?s workout, which usually includes nothing more than a stint on an elliptical machine. Then again, at 42, Ryan is the age of Romney?s oldest son.

As I ran on the treadmill, a woman in a baseball cap came up and started chatting with Ryan. She asked for a photo, and he took one with her iPhone. He explained that if they tilted their heads up, the baseball caps wouldn?t obscure their faces in the photo. After one shot with his arm in the photo, he tried again. She thanked him and left.

At this point he was doing weights along with the pushups and sit-ups. Triceps, shoulders, chest. There was some deep breathing but no embarrassing grunting. He took regular water breaks from a cup on the workout bench.

Another woman walked up, requested a photo, and asked about his routine. He showed her the P90X app on his iPad, which he?d balanced on the workout bench. From the tone of her questions, it sounded as though she was familiar with the routine.

At one point he laughed and told her he doesn?t do the ?Insanity? workouts in a hotel fitness center. ?If I did, I?d look like that guy,? Ryan said, pointing at me, in a tank top, drenched from a sprint on the treadmill.

When I left the gym at 8 a.m., Ryan was still going.

One Teacher Decides to Take Matters into His Own Hands | Black ...

Over the last two weeks, we have been discussing many disheartening things about our education system and our children: from finding out that nationally, African American kids are being given out-of- school suspensions at a much higher rate than all other ethnic groups to discovering that some Mississippi schools have a ?school to prison pipeline? where they are arresting kids for minor infractions. It?s enough to make you think all is lost.

But there is always something or someone that reminds me that there is hope. As long as we have people that are willing to work on behalf of our children by being involved parents, by being volunteers, and by being community activists, then we have hope.

And this is why I am so happy to share the story of Ivan Jones with you. As a first year band teacher at Selma Middle Chat Academy (Selma, AL), Ivan decided to take matters into his own hands by raising the money needed to purchase additional instruments for the school. ?So, Ivan became the Box Tops For Education Coordinator for his school.

If you don?t know, Box Tops for Education has helped America?s schools earn over $475 million since 1996. You can easily earn cash for your child?s school by clipping Box Tops coupons from hundreds of participating products. ?It?s as simple as that! ?And more schools that are predominately African American need to take advantage of this ?free? money!! ?All it takes is one volunteer that would be willing to get the parents and teachers at their school involved.

ABOUT HIS STUDENTS

?To some I?m a teacher and a mentor or big?brother figure. I love my kids. They inspire me?and make me want to be a better teacher.?

?This is an incredible opportunity to earn money; more?people should start taking advantage of this (Box?Tops.) ?Even if you don?t give the Box Tops to my school;?make a habit to cut them off and when you see a kid?that needs it, give them your Box Tops. We all need to?do our part regardless if we have kids in school.?

So there you have it folks. ?We have been talking about how parents need to be more involved. And this is literally an opportunity that will allow you to put your money where your mouth is.
