Police: Hulk's sister possibly kidnapped in Brazil

SAO PAULO (AP) -Brazilian police said Monday they are investigating the possible kidnapping of the younger sister of Brazil striker Hulk.

Authorities said 22-year-old Angelica Aparecida Vieira de Sousa has been missing since Monday afternoon after being left in front of a restaurant in the northeastern city of Campina Grande. A person who was with her at the time told police that he thinks she was kidnapped.

Campina Grande police officer Kalina Suerde told The Associated Press that it is too early to say whether Sousa was kidnapped despite widespread reports in Brazilian media.

Suerde said an initial call to Sousa's cell phone was answered by a man impersonating her husband.

"She is missing, nobody saw anybody taking her, but we are checking the reports that she may have been kidnapped," she said.

Family members told authorities that nobody had made contact to request a ransom or give any other information about her whereabouts, but investigator Marcos Paulo later said that her relatives asked police to stay away from the case, which he said could indicate that a contact was made.

"We are investigating, there are indications that it could be a kidnapping, but we still don't know for sure," he said.

It wouldn't be the first time a relative of a famous Brazilian player was kidnapped.

In 1994, Romario's father was abducted and spent seven days in captivity before being released unhurt.

Striker Robinho's mother was kidnapped for more than a month in 2004, and a year later it was Luis Fabiano's mother who spent several weeks in captivity. Also in 2005, the mother of former Brazil striker Grafite was taken by criminals and found a day later. The sister of former Real Betis forward Ricardo Oliveira was kidnapped for several months in 2006. None of them were hurt.

The 26-year-old Hulk moved from Portugal's FC Porto to Russia's Zenit St. Petersburg in September in a deal reportedly worth ?55 million, becoming one of the highest ever transfers for a Brazilian player.

Police said Hulk, who is in Russia, was aware that his sister was missing. It wasn't clear if he was returning to Brazil. Calls to his press office were not immediately returned.

Hulk has six other sisters. Like many of Brazil's top players, he came from a relatively poor family which was able to significantly improve their circumstances after he became a well-paid player in European football.

The powerful striker has been constantly picked for Brazil's squad and was one of the three overage players included on the team which finished with the silver medal at the 2012 London Olympics. The competition was played with under-23 squads but each nation could use three older players.

He was in the squad selected for Brazil's final friendly of the year, against Colombia on Nov. 14 in the United States, but was expected to be dropped from the team because of a muscle injury sustained while playing for Zenit over the weekend.

Kenner Police book second suspect in an attempted robbery and ...

Authorities have arrested a second suspect accused of shooting at the home of Kenner man and trying to rob him at gunpoint. Cardell "Apple Head" Miles, 24, of River Ridge was taken into custody after a traffic stop in Harahan Sunday, according to arrest reports.

Investigators?suspect Miles was with alleged accomplice Christopher "Yellow" Batiste, 31, when he tried to rob an unidentified man outside of a Moray Street residence on Oct. 1. Batiste, with Miles allegedly in tow, returned to the house three days later and opened fire with an assault rifle, according to arrest reports. No one was injured, but two adults and three young children were inside the home at the time.

Kenner Police arrested Batiste on Oct. 5 in connection with the two incidents and a third encounter involving another member of the same family.?Batiste's wife, Enchantra Lathers, 30, was also taken into custody and later arrested after investigators discovered her four children had been home alone at their Kenner apartment for hours.

Lathers confessed that Batiste told her Miles had been involved with the robbery attempt and the shooting. The victim later identified Miles as the second suspect in the case, the report said. Detectives then obtained a warrant for Miles.

He was arrested Sunday night, the passenger in a vehicle stopped in the 1700 block of Hickory Avenue in Harahan for failing to yield to a stop sign, according to an arrest report. The arresting officer noted that the driver, Dominick Hillard, 18, began choking and gagging during the traffic stop. He eventually vomited up a clear plastic bag containing several white rocks that later tested positive for cocaine, an arrest report said.

Miles was booked with possession of marijuana in connection with the traffic stop. Hillard was booked with drug possession with the intent to distribute, the reports said.

Miles, who was still incarcerated at the Jefferson Parish Correctional Center, was booked Monday with attempted armed robbery and aggravated criminal damage to property in the Kenner case. Bond was set at $300,000.

Inter and Milito head AP Global Soccer 10 poll

LONDON (AP) ? Inter Milan has moved to the top of the AP Global 10 soccer rankings by The Associated Press, replacing Barcelona after ending Juventus' 49-match unbeaten run.

Argentine striker Diego Milito was voted player of the week by AP's panel of 20 international soccer writers Tuesday, ousting Lionel Messi from the top spot by scoring two goals in Inter's 3-1 victory over Juventus.

Barcelona was second in the poll, closely followed by Bayern Munich and Manchester United, who are at the top of their respective leagues in Germany and England.

Inter scored 165 points out of a possible 200, with Barcelona on 128 and Bayern Munich on 126. Manchester United had 118.

Each panelist picks 10 teams and players, with 10 points for first place and one for 10th. The weekly survey includes journalists from Europe, South America, North America and Asia.

Milito scored 132 points from the 20 writers, with Brazil's Neymar on 115, one ahead of Robin van Persie, Manchester United's Dutch striker. Messi did not score last weekend for Barca and slipped to seventh in the rankings, while Real Madrid's Cristiano Ronaldo fell from second to 10th.

Everton's Belgian striker, Marouanne Fellaini, scored twice in his team's 2-2 draw with Fulham and entered the rankings for the first time at sixth.

Paolo Condo, soccer writer with Italy's Gazzetta dello Sport, said: "Inter was able to interrupt a line of 49 wins or draws of Juventus. Neymar scored three goals, and at the end of the match opponents' fans chanted his name."

Julian Bennetts, of England's Hayters news agency, said: "Two goals to end Juventus' unbeaten run means that Diego Milito deserves the crown of best player this week."

"Strikers win matches and Luis Suarez, Neymar and Roberto Soldado all proved their credentials once again," Bennetts added. "The most impressive result of the weekend by quite some distance was Inter Milan's 3-1 victory at Juventus. That ended the Old Lady's unbeaten run on 49 and was the cause for rightful celebration at the San Siro."

Real Madrid slipped one place to sixth, replaced in fifth place by France's Saint-Etienne, thrust into the top 10 by a surprise 2-1 victory over French league leader Paris Saint- Germain.

Geoffrey R. Stone: The Perils of Income Inequality

The Sixteenth Amendment to the Constitution, which authorized the federal government to impose an income tax on individuals, will turn 100 years old on February 3. Is unlikely that many corks will pop in celebration. But they should, because the income tax plays a central role in ensuring American democracy. More to the point of contemporary politics, the Sixteenth Amendment was designed precisely to protect the 47% of Americans Mitt Romney has reviled.

Before passage of the Sixteenth Amendment, the federal government obtained its funds primarily from tariffs on imported goods. The effect of these tariffs was to artificially raise the price of foreign products and thus to protect American manufacturers from international competition. American workers and farmers paid more for their purchases, while the moguls of industry (whom we would today recognize as "the 1%") reaped the benefit.

By the mid-1890s, in the midst of a devastating depression, tariff reform leapt to the front of electoral politics. In order to lower artificially-inflated prices, Populists and Democrats demanded tariff reform. To make up for lost revenue to the government, they proposed a federal income tax. In 1894, congressional Democrats succeeded in enacting such a tax.

But the Supreme Court, then -- as now -- controlled by a coterie of very conservative justices, wasted no time in holding the income tax unconstitutional, thus halting what the majority decried as a "communistic" assault on the sacred right of private property. In an impassioned dissent, Justice Henry Billings Brown castigated the majority's decision as "nothing less than the surrender of the taxing power to the moneyed class."

Adding insult to injury, conservative Republicans in a Senate dominated by a cadre of men representing the boardrooms of corporate America, enacted an even more aggressive tariff. This led to a bitter dispute that eventually split the Republican Party, paving the way for the Democratic Party's capture of the White House by Woodrow Wilson in 1912.

Wilson made tariff reform his first priority. He denounced high tariffs as a hidden subsidy to industrialists, characterizing them as "class legislation"designed to benefit a class that needed no extra help. In 1913, the Underwood Tariff Act, which was supported by a coalition of Democrats and progressive Republicans, cut tariff rates by more than a quarter. To make up for the reduction in federal revenue, Congress once again turned to the idea of a federal income tax.

Because the Supreme Court had ruled a legislated income tax unconstitutional, Congress proposed the Sixteenth Amendmennt, which was enthusiastically ratified by the states. Congress then enacted an income tax that left most workers and farmers untaxed, but focused primarily on corporations and the wealthiest Americans.

The Sixteenth Amendment was therefore not only about raising revenue. In targeting excessively concentrated wealth, the income tax addressed broader concerns about gross income inequality, which Americans rightly considered a menace to democracy.

As Louis D. Brandeis explained at the time, "We may have democracy, or we may have wealth concentrated in the hands of a few, but we can't have both." Theodore Roosevelt agreed. American civilization, he insisted, must not be "the civilization of a mere plutocracy, a banking-house, Wall-Street-syndicate civilization." Roosevelt openly attacked the "malefactors of great wealth" who imperiled the Republic through their outsize economic and political influence.

The Sixteenth Amendment also laid a vital foundation for the social safety net begun under the Progressives and elaborated upon throughout the twentieth century. The tax on wealth articulated the nation's dedication to a limit on economic inequality. The definition of those limits would change over time, but the role of the federal government in policing them in the interest of a healthy national political community would endure.

It was this community that lay behind Supreme Court justice Oliver Wendell Holmes' applause for the new income tax. "I like to pay taxes," he announced. "With them I buy civilization." By "civilization," Holmes did not mean museums and public libraries, although he enjoyed both. He meant the civic peace and sense of national community and responsibility necessary for American civilization, with its unmatched dedication to political equality, to flourish.

Unfortunately, over the past half-century a succession of Republican administrations, representing the same constituents as those who opposed the income tax a century ago, has lowered the marginal tax rate on the wealthiest Americans from 90% under President Eisenhower, to 70% under President Nixon, to 50% under President Reagan, to 35% under President George W. Bush. The consequent income inequality, so celebrated today by Mitt Romney, once again represents a clear and present danger to American democracy.

Labour backbench proposals only serve to distract from huge wealth ...

Over the weekend a number of Labour?s backbench Dail deputies unveiled what they must have considered an audacious proposal to be included in Budget 2013. Their bold idea is that the Universal Social Charge should be increased from 7% of gross salary to 10% for individuals earning over ?100,000 per year and seems to be the only proposition to emerge from the ranks of Labour?s voting fodder within the Coalition government.

Sadly, when it is understood that this proposal would only raise a paltry, extra ?71 million in a year, what strikes most people is, not how audacious these Labour Party members are, but how cringingly accepting of the austerity agenda which dictates that low and middle income earners make the sacrifices to bail out the European financial system while the very wealthy go virtually unscathed. ?71 million is one fifth of one percent of the ?3.5 billion which the Government is to realise through brutal cuts and tax increases in the Budget.

One of the Labour deputies claimed that their proposal ?would make other budget cuts more bearable by sending an important signal that those earning more were paying their share.? Well an adjustment of this tiny fraction wouldn?t make anything more bearable for those who are suffering real pain, especially the unemployed, the low waged and the so called squeezed middle. In any case it is far from a ?fair share? of the bailout burden.

These crusading Labour deputies needn?t look very far for some ideas on how they could propose extra amounts of tax from higher earners and big business that could begin to make a real difference as opposed to a token gesture. In answer to a parliamentary question from myself to the Minister for Finance on October 23, we learn the following: Three new income tax bands at rates of 50% for earners over ?100,000, 60% for earners over ?135,000 and 70% for earners over ?200,000 would yield extra income ?of the order of ?1.1 billion? in 2013.

Another answer on the same day informed me that if corporation tax was raised from 12.5% ? one of the lowest rates in the twenty seven EU Member States ? to 15%, 17.5% or 21.8% extra amounts of income could be realised respectively, of ?675, ?1.35 billion or ?2.5 billion. In supplying these figures the Minister for Finance was extremely defensive and went to the unusual length of prefacing his answer with the admonition that, ?The Taoiseach, myself and other members of the Government have repeatedly expressed the Government?s commitment to the retention of the 12.5% rate.? God forbid that the big multi national corporations were troubled by rumours of a tax rise on their profits in Ireland.

These potential increases in taxes from the wealthier sections of society could be added to by a tax on accumulated wealth of a substantial nature. While the State here has done no scientific auditing of wealth it is possible to divine from the Central Statistics Office data and anecdotal evidence that substantial resources rest with the wealthiest 10% of the population. Of course the government will not even consider making extra demands. At the same time low and middle income workers are being lined up for another hit in the form of the proposed property tax to be announced in the Budget and designed to bring in ?600 million next year.

There is nervousness among the ranks as the leadership of the Labour Party copper fastens its adherence to the Troika demands of more cuts, more taxes on ordinary people and rapid privatisation of State assets. Hence the token proposed USC increase. Judging by the results of a RedC opinion poll published at the weekend, Labour?s vote is in danger of moving in the same direction as that of Fianna Fail and the Green Party at the last General Election. Only 14% of Labour voters see themselves as ?loyal? while a massive 86% pronounced themselves either as ?becoming disillusioned? or ?losing faith?.

Working people across Europe are also getting increasingly disillusioned with the austerity agenda being foisted on them by governments taking exactly the same approach as the Fine Gael/Labour Coalition here. That is borne out graphically by the fact that on November 14 no less than six EU States will see simultaneous general strikes ? Italy, Spain, Portugal, Greece, Cyprus and Malta. Shamefully this has hardly been reported in the capitalist dominated media here. When right wing politicians from Germany or elsewhere pronounce on the necessity of persisting with cruel austerity to bail out their financial system it generates major headlines. This austerity makes countless millions suffer. But when the same millions rise up in anger as on November 14 their voice is deliberately muffled on the European stage. Nevertheless their earnest struggle is the only way to force a change of policy.

Tips On Becoming A Landlord | FiGuide

With interest rates low, the economy still sluggish, and many homeowners that need to sell but are underwater on their mortgage, investors are looking for way to earn returns in the market, or at least not be forced to give up their home.

Becoming a landlord can be a great way for investors to make a lot of money, or just as easily lose their shirt. I bought my first investment property at 23 years old, and fortunately it was a successful endeavor. Direct real estate investing certainly isn?t for everyone. Here are some of the things I learned from my experience as a landlord:

It takes a lot of time
Being a landlord is a very time consuming job, and it isn?t a 9-5. Have you ever had a pipe burst at a convenient time? Be prepared to spend a lot of time managing your investment. Maintenance such as lawn care and snow removal, getting rent payments, and advertising for new tenants are examples of the major time-sucks landlords? experience. And don?t think you can just hire someone to do all these things for you. Although you can, it will eat through any spare cash flow the property produces.

Be able to carry the mortgage without a renter
Be prepared for a worst case scenario. If you can?t pay the mortgage without a renter in your property, don?t even think about becoming a landlord. You obviously don?t want to own a rental property without renters in it, but you also don?t want to be financially dependent on having them.

Be realistic about income
Ideally, your principal, interest, and insurance payments (PMI) will represent about 50% of your rental income. The remainder needs to be set aside for maintenance, emergencies, and such. This also means you need to be pricing your rent high enough to double your PMI. If your property can?t demand that level of rent, I would reconsider the decision to purchase the property.

When projecting income, plan on receiving 11 months of rent each year. This will allow for the time it takes to get old renters out and new renters into your unit, as well as the possibility of a deadbeat renter that won?t pay their bills.

Be picky about your renters
I?m not recommending that you illegally discriminate, but I do recommend you be smart about who you rent to. The best way to avoid the hassles of eviction is having quality tenants in the first place. Call their references, verify their income is at least 4 times the rent, and require 1 months? rent for security deposit and first month?s rent at the time they sign the lease.

Do not allow pets? ever?
As an animal lover and owner, that was the hardest thing for me to enforce. If you allow pets, you will have to replace the carpet every time the tenants move out (assuming you have a quality property and not a dump). You would be amazed at how quickly a dog or cat can eat through a security deposits worth of baseboards and carpet. What about outside pets? When it starts to snow, you really think they are going to leave their dog in the cold? I don?t think so.

Becoming a landlord can provide a great source of passive investment income, but it shouldn?t be taken lightly. I have seen a lot of investors lose money rather quickly because they didn?t know what they were getting themselves into. If you want to be a landlord but don?t have any experience, try to hook up with an experienced real estate investor to help walk you through the process. If you want to invest in real estate but don?t have the stomach for being a landlord, REIT mutual funds are certainly an option.

The Nebraska Cornhuskers and Northwestern Wildcats are representing the Big Ten in the USA Today Coaches' Poll this week.

While the Ohio St. Buckeyes are still ineligible due to their recent NCAA violations, the Big Ten has placed two teams -- the No. 16 Nebraska Cornhuskers and the No. 21 Northwestern Wildcats -- in the USA Today Coaches' Poll this week.

Urban Meyer's squad has certainly proven itself to be the best team in the Big Ten this year as the conference's only unbeaten team and one of the few unbeaten teams left in the nation, but the Coaches Poll has a policy of not allowing votes for teams recently sanctioned by the NCAA.

On Saturday, the Buckeyes crushed the struggling Illinois Fighting Illini, 52-22, to maintain their unbeaten season. With just two remaining games -- a road game against the Wisconsin Badgers in two weeks and the regular season finale against the Michigan Wolverines on Nov. 24 -- Ohio State could potentially finish the year unbeaten.

The Cornhuskers beat the Michigan St. Spartans, 28-24, on Saturday to improve to 7-2 while the Wildcats had a bye in anticipation of Saturday's game against Michigan.

Apple earned $36.8bn in 2012, paid only 1.9 percent overseas tax

Apple has paid only 1.9 percent tax on its?overseas profits during 2012, according to the firm's latest 10-K filing with the U.S. Securities and Exchange Commission (SEC).

On non-U.S. profits of $36.87 billion (?23.1bn) for the 2012 fiscal year ending September, Apple paid only $713 million (?445m) in overseas tax, or about 1.9 percent in total.

That figure is only a fraction of what the company paid compared to corporation tax of 25 percent in the U.K., and around 35 percent in the United States.

Stateside, where the California-based technology giant is based, Apple paid $12.3 billion (?7.7bn) in federal taxes on profit generated in the U.S., and just under $1.1 billion (?689m) in state taxes.

First reported by The Times of London (paywalled), while Apple has not broken any laws by using morally bankrupt techniques in order to appease its shareholders and investors at the expense of ordinary taxpaying citizens around the world -- many of which are Apple customers that pay a premium in order to own the array glorified shiny rectangles -- it's likely to spark up the debate over firms unfairly using such schemes to avoid paying into their host nation's coffers, particularly at a time when the global economy teeters once again on the brink of collapse.

Apple, like other companies, tend to leave their profit-generated cash overseas because the repatriation costs would result in 35 percent taxes applied once the money is brought back to the United States.

Google, Amazon, and Starbucks have all been accused of using tax havens, such as Ireland, Switzerland and Luxembourg, in order to lower their overall tax bills where corporation tax is significantly lower than other countries, such as the U.K. and the United States.?

In the U.K., while its parliamentary committees investigate a string of mostly technology companies, the government continues to do nothing on fixing the tax loopholes that allow these major companies to get away with paying so little into the U.K. Treasury's kitty.

A few weeks ago, ZDNet reported that the main U.K. subsidiaries?of the major technology companies are?using legal albeit morally void schemes to avoid paying the corporation tax.

While?Amazon,?Apple, IBM, Facebook, Google, and Microsoft -- which made a collective 2011 U.K. revenue of ?5.32 billion ($8.49bn), the six companies each paid only a fraction of the U.K. corporation tax they should have done -- as much as Apple's 7.8 percent in 2011, compared to Amazon's 0.4 percent.?

A U.K. parliamentary committee will grill Google, Amazon and Starbucks later today,?reports?The Guardian. "We want to ask them for an opportunity to explain why they don't pay proper levels of tax in the U.K.," said Margaret Hodge MP, chair of the parliamentary committee on public accounts.

Apparently Google U.K.'s managing director Matt Brittin -- which?according to ZDNet research?only paid 1.8 percent in corporation tax?in the U.K. in 2011?-- was "too busy" to attend the committee, the London-based newspaper reported.
